There is no one leader for all of Buddhism. Different sects and schools have certain followers who are respected by other followers.
The Gelug sect of Tibetan Buddhism recognises the Dalai Lama as their religious leader. However, not all Buddhists sects recognise him as the absolute leader of Buddhism.

| Are there any rules against being gay in the buddhist religion? |
There are no rules against being gay in the Buddhist religion as there is little concept of right, wrong or sin. The Dalai Lama, leader of Tibetan Buddhism, is opposed to oral or anal sex as it is considered unnatural use of sex organs. Due to celebacy in Buddhism, homosexuality is to be not unusual.
